BEST AND FINAL OFFERS

The Best and Final Offer task is a reasonably straight forward one. It begins with a separate robust discussion with each of the Leading Bidders that are on the Best and Final Offer short-list. It needs to be made clear to them that their offers were ranked highly as were one or more other leading bidders and that before a Final Recommendation is made, they are invited to submit a keener offer.

While there is arguably a preference for a simple reduction in price, it’s not unreasonable that improved offers include alternatives such as increased quantities, improvements to warranty and support, additional consultancy and/or other services. It goes without saying that any additional offer should be related to the original proposal and should not include anything that would contravene probity rules.
